GOV. GWEN FIEL GARCIA'S SPEECH ON CLIMATE CHANGE

Gov. Gwendolyn Garcia's Speech
Governor’s Summit on Climate Change

I am honored to be here, on behalf of the Province of Cebu, in the Philippines, from across the world, and grateful for this forum to tackle an urgent problem that respects no territorial boundaries.

When I left my country Monday, our brothers and sisters in the capital, Metro Manila, and nearby provinces, were still reeling -- as they continue to, even as we speak -- from the devastation wrought by Typhoon Ketsana.

While it was not, by our country’s standards, a remarkably strong typhoon, the unprecedented amount of rainfall -- a month’s worth of rains in about 6 hours; more rain, it is said, than that of Hurricane Katrina -- flooded entire cities and provinces, paralyzing the lives of hundreds of thousands of Filipinos.

The focus now is on the long and difficult rescue and relief operations. But the catastrophe has brought home -- literally -- the reality of climate change.

Cebu is a relatively small island at the geographic center of the Philippine archipelago. But we are big on our belief that there are no small or big islands -- that, indeed, no one is an island -- on the issue of climate change.

In May this year, we hosted a historic climate change summit of governors and mayors from the different provinces and cities in our region. The summit produced the Cebu covenant, containing concrete proposals that are premised on our belief that only through our collective, concerted and sustained action can we combat this phenomenon whose effects we are already feeling.

In our province itself, the past few years have seen a growing awareness of the problem, and an increasing commitment, on the part of both the public and the private sectors, to take measures to address it.

We have embarked on the most massive reforestation effort in our history. With the help of public school children, whose participation we hoped would increase awareness in the youth, we have planted a total of three million trees in a little over three years.

With our long coastline, and a significant number of our population dependent upon our marine resources, we have put coastal and marine resource management at the top of our priorities.

We have activated nine coastal resource management groups around our island, to monitor, protect and enhance our 81 marine protected areas.

With the help of NGOs, we are implementing a program to plant and grow one million mangrove propagules and seedlings, to make our coastal communities more resilient to climate change.

We realize, however, that for the response to climate change to be effective, we must embark on a grassroots campaign of awareness, of education, and of change. Towards this end, we have organized each barangay -- village, our basic unit of governance -- into what we call “nurturing” communities: a holistic approach to public sanitation and health, environmental protection, education, and cultural preservation and enhancement.

And we realize that this is only the beginning, and a lot remains to be done. We need not only to learn from the experiences of others, across the globe, but to work together with them, on this pressing problem that affects us all.

That is why we are grateful for a forum and an opportunity such as this, for it gives us hope that in this problem that cuts across borders, we all cross borders to find a common solution, for our shared future.

ROSELLER FIEL II ON ONE YOUNG WORLD

One Young World is a movement which hopes to bring together the global leaders of tomorrow. It was launched in Davos at the 2009 World Economic Forum. The first event will take place in London during 2010. 1,500 delegates will be invited from around the world after a thorough selection process.

While browsing the website: this is what i saw! Roseller Fiel II is one of the candidates. His profile in the website states:

I am Roseller Suico Fiel, II from Lanao del Norte, Island of Mindanao, Philippines---(“an island known for conflicts and rebels, a land of the uneducated, uncivilized and morons”)

But I am here to prove to them that they are very very wrong!!! I call myself as a living testimony to disprove all there misconceptions regarding the people living in my place.
I am 24 years old, for some, young yet for me; I’m old enough and mature personally and socially.

My experiences mold me into someday I can be proud of, proud enough to say that somehow I am a leap ahead than others of my range, for many, my achievements may not be that good and enough, but as for myself, it’s more than enough.

I got my education from institutions who inculcate morals and values with social responsibilities and personal development. Since kindergarten till High school I went to a private school in the locality and got merits and commendations for my achievements academically and socially.

Been awarded with THE PRES. GLORIA MACAPAGAL ARROYO LEADERSHIP AWARD in 2003 is my greatest achievement, being selected and endorsed by the school and the students and the community to be a recipient of such award is of great honor.

I have served the Philippine Government and its constituents for 5 years (2002-2007) as the Federation President of the Sangguniang Kabataan Municipal Federation of Lala, and an officer of the provincial Federation. This gives me an opportunity to become an ex-officio member of the Legislative body and helps in preparing, creating, and implementing of local ordinances and resolutions that helped in the development of the youth and the locality.

I had attended several National Conventions ( to name: Philippine Councilors league National Conventions, National Movement of Young Organisations, Sanguniang Kabataan, National Youth Commission ) and an affiliate of several organizations such as the Adolescent Health and Youth Development Program, SEAChange and others, which helped a lot in molding my skills in handling people especially the youth.

After college and my term as a public official and have worked as an English Language instructor to Koreans and worked as a Technical support associate in a call center, I ventured into something similar to public service; I indulged to small-scale food business.
With the help of trainings and personal coaching by my parents and my grandparents, I managed to own and run my business and am working my way to its second year of operations.

Having been into public office and customer service at a young age is quiet a tough journey though, yet, I was able to prove to myself and to the people that I maybe young at age, but I’m old with my mind set and ideals as to being a good citizen and proved something to those who somehow despise my credibility and worth as a young FILIPINO.

Why am I telling all these stuff? Well, for the simple reason, that being young is not a hindrance for somebody to make a difference. SOON is not the proper time, NOW is the exact time. Start while you are young so that you will have plenty of time to spend searching for your goals and making a difference in your life and in somebody’s life.

I do believe that if ever I’ll be in this event, I can contribute a lot. Not just with my achievements, but with the ideals and positive outlook and determination in making a difference in my country and myself as well. Because I really believe that you cannot make something better to somebody unless you make something good with yourself.

This event is a great venue for me and my country to have its voice in the greater arena. And I strongly believe that I have all the qualifications for me to be candidate and a representative to this event.

If change and progress you need, its change and progress you get as long as you have the courage to face the challenges and the intellect to solve and get through its consequences.

Greetings from Fiel Clan of Culaba, Biliran!

Kindly post the pictures in your blog, those were taken last May 18, 2009 during the golden wedding anniversary of my parents Mr. & Mrs. Paulino Fiel, Sr. The wedding ceremony was held at San Isidro Labrador Church in Culaba, Biliran. All of us are living here in Metro Manila, nevertheless we took our vacation back home to celebrate our parent's 50th wedding anniversary.

My siblings - Sucylin Fiel-Vero, Victor Fiel, Paulino Fiel, Jr., Prugene Fiel, Raphonzil Fiel (it's me Razzel), Rosalie Fiel-Gerarcas & Marlon Adonis Fiel
My father is the lone survivor out of 7 siblings from couple Victor Fiel & Eugenia Sermonit. My lolo's family came from Sta. Rita, Leyte and my lola's family came from Bohol. My father is the 2nd to the youngest child, he is now 76 years old. His youngest sibling (Itay Porsen) died last February 2009. My father suffered from stroke last December 28, 2008, that's why he is now on a wheelchair.

My father's siblings - (all deceased) - Eutiqiuo "Tikyo" Fiel Sr., Melanio "Melan" Fiel, Ireneo "Erning" Fiel, Adela "Dela" Fiel, Enecia "Ines" Fiel (with american husband-she died in Arizona, USA), & Eufrocinio "Porsen" Fiel
In my next email i will post about my father's sibling's children and grandchildren...and also the list of my sibling's children.

TYPHOON ONDOY AND THE FIEL CLAN


Did you ever wonder if there are Fiel people
who were also affected by the typhoon Ondoy?

Yes, there are!

Recently, I exchanged emails with Ate Susan Fiel,
and this is what she said to me:

"Hi Father Felmar!
My family and have moved on gradually after the Ondoy disaster.
The collosal damage that typhoon Ondoy has done to our lives is now a thing in the past.
There's no point wallowing over that tragic event.
And you know what? Your "Silip sa Buhay Pari" lightened my heavy heart.
Your very wholesome sense of humor never ceases to amaze me.
Hindi naman sa mababaw ako, pro talagang I can't help
but LOL everytime binabasa ko ang blog mo.
Your many readers (or shall we say avid fans?) will be more than
delighted to hear regular news from you.
Keep up the good work Father and
may the good Lord bless you and your apostolic activities everyday."

Then I asked her if she was able to document the flood inside their house.
I was thinking of posting it in this blog (akala ko kasi nag-ala Christine Reyes din si Ate Susan na kahit nasa bubong na ng bahay ay nagawa pang magpicture taking, hehe)
and lol, this is what she said:

"Hi Father Felmar! Sori Everybody was in a state of shock during the calamity so much so that documenting said incident did not cross our minds. Besides our fire insurance does not cover other perils such as typhoon, earthquake, and other acts of God, only fire and lightning so there's nothing we can claim against the insurance company. It's so nice to hear from you again. God bless. Hope to meet you in person soon. God bless."

Ahmmm....perhaps I should text her now. After all, I am in Manila...
